CONNIE UPDATES

As noted in previous issues of the CT Orthopaedic Society ENews, the Society has continued concerns about CONNIE, the State's HIE. COS has been working with COS Lobbyists and other health care organizations to raise the collective concerns with Connecticut’s Office of Health Strategy, CONNIE representatives and CT legislators.

 

CONNIE representatives have indicated that the policies and procedures have not been formulated or proposed. They anticipate the release of the policies and procedures in draft form sometime in the second quarter of 2024, at which time they will accept public comments prior to adopting and implementing the regulations. Without regulations specified and adopted, the consequences for noncompliance to the mandate have not yet been issued.

 

IMPORTANT

Physicians and Practices Currently Connected & Sharing Data with CONNIE

As a reminder, if you and your practice are currently connected to and sharing patient data with CONNIE, it is the physician’s responsibility to inform each patient that their health care records (specify what data such as labs, imaging, etc. that your practice has signed up to share with CONNIE) will be shared with the State’s HIE, CONNIE, and that the patient has the option to opt out of sharing their information.

 

Physicians may want to indicate in the patient’s record that they were informed of the data sharing and the type of data being shared with CONNIE and whether the patient agreed to data sharing (CONNIE is opt in) or elected to opt out of data sharing. Practices may also inform patients by including information that they are sharing data with CONNIE in their Notice of Privacy Practices, specify with language on the practice website or posting information in patient centered areas of the practice.

Medicare Reimbursements, Prior Authorization & More

The Connecticut Orthopaedic Society was proud to advocate on Capitol Hill on September 19, 2023, for key federal health legislation supported by the AAOS as part of the AAOS NOLC meeting.


Thanks to (from left to right) Susan Schaffman, UConn Resident, John Stelzer, MD, Michael Connair, MD, AAOS Substitute Councilor, Mariam Hakim Zargar, MD, AAOS Councilor and COS President Dante Brittis, MD, the concerns of Connecticut's orthopaedic community and patients were heard. COS Representatives met with each of Connecticut's Congressional and Senator offices.


·Prior Authorization Gold Card: HR 5968 - Reform in this area is essential to streamline healthcare processes and improve patient care.

· Fixing Medicare Physician Reimbursement: HR 2474 - Addressing this issue is vital to ensuring access and fair and sustainable reimbursement for physicians.

· Physician Owned Hospitals & Access to Higher Quality Care: HR 977 and S. 2768 -We support initiatives that enhance access to high-quality healthcare services, particularly those led by physicians.

·Healthcare Workers from Violence in Workplace: HR 2584 and S. 2768- Ensuring the safety and well-being of healthcare workers is paramount, and we appreciate your consideration of this critical issue.

COS Receives AAOS PAC Award

100% State Participation - 2023

COS members were honored to accept the AAOS Orthopaedic PAC's, 100% State Participation Award, at the 2023 AAOS Fall and NOLC Meeting held in Washington, D.C., last month. This is the third year the COS has been recognized for 100% statewide participation.

Michael S. Aronow, MD, Installed as AOFAS® President

Congratulations to COS Board Member, Past President and 2023 Orthopaedist of the Year, Michael Aronow, MD, on being named President of the AOFAS (American Orthopaedic Foot & Ankle Society). It's a significant achievement and a testament to his dedication and leadership in the field of orthopaedics. The COS Board wishes him all the best in his new role as President of the AOFAS.


In addition to leading the AOFAS as president, Dr. Aronow will serve on the Board of Directors of the Orthopaedic Foot & Ankle Foundation, the philanthropic arm of AOFAS. As president of the 2,500-member society, Dr. Aronow’s main goal is to continue to move the AOFAS toward achieving its vision to lead the global community in foot and ankle education, research, innovation, and advocacy.


“AOFAS is a special organization,” he said. “I enjoy spending time with friends and colleagues, trying to make myself and other members better physicians, advocates, educators, and researchers.”

Mariam Hakim Zarger, MD

Newly Elected Vice President

Connecticut State Medical Society

Congratulations to Dr. Mariam Hakim Zargar on being elected Vice President of the Connecticut State Medical Society (CSMS) at the 2023 CSMS Annual Meeting held late last month.


Dr. Hakim is a foot and ankle orthopaedic surgeon in private practice in Torrington, CT. She is a COS Past President, Board Member, AAOS Councilor, Member of the New England Delegation to the AMA (American Medical Association) as well as an Alternate Delegate to the AMA for the American Orthopaedic Foot & Ankle Society.


Her election as Vice President of CSMS is a well-deserved recognition of her leadership and commitment to the medical community. Wishing her continued success in her new role!

Ronald A. Ripps, MD

May 1943 - November 2022

"The fire that burns in his eyes was lit for the day when he earned the right and the awesome responsibilities of surgical practice and it will never be extinguished.”

The Connecticut Orthopaedic Society (COS) and members of the Board mourn the passing of past president and longtime board member, Ronald Ripps, MD. Dr. Ripps served as COS President from 2001 to 2003, and is being remembered for his leadership, foresight, and contributions to the Society. He joined the Society’s Board in 1996, and for over a decade was a mentor to many, both professionally and within the Society.  

 

Under his leadership and tutelage as President of the Society, Dr. Ripps laid a solid foundation for growth and expansion of the professional society to represent orthopaedic surgeons on legal, regulatory, and professional fronts. He was a contributing editor to BACKBONE, the Society’s original newsletter, writing articles of human interest and professional importance. In 2008, Dr. Ripps was honored with the Society’s highest award, Orthopaedist of the Year, for his work in developing a thriving and relevant professional organization. 

 

He was the founder of Connecticut Family Orthopedics in Danbury, served on the Board of the Fairfield County Medical Association and the Connecticut State Medical Society’s Legislative Committee. Dr. Ripps served as Chief Flight Surgeon at Dyess Air Force during the Vietnam War. He received his medical degree from Tufts University Medical School.

 

He will be missed and fondly remembered. The COS Board extends their sympathy to Dr. Ripps’ wife, Barbara, and their family. 

 

In 2008, his son Noah wrote an article reflecting on his father’s career as an orthopaedic surgeon which was published in the Society’s, Backbone Newsletter in the Summer of 2008.

Avert 2023 Medicare Pay Cuts

As of December 1st, there are 106 cosponsors of House bill, HR 8800, Support Medicare Providers Act of 2022.  REP. JOHN LARSON HAS SIGNED ON FROM CONNECTICUT. IF YOUR U.S. HOUSE OF REPRESENTATIVE MEMBER HAS NOT SIGNED ONTO THE BILL YET; PLEASE SEND A LETTER USING THE LINK BELOW.  It's quick and easy to advocate for the profession and Medicare patients.

COS Membership Renewal


The COS is the only statewide association representing Connecticut’s orthopaedic community. In 2022, working on behalf of orthopaedic surgeons and their patients,

 

COS, as a coalition member, and its lobbyists successfully repealed the onerous ASC tax of seven years in Connecticut saving ASCs millions of tax dollars. Members lobbied and testified on this and other important issues impacting the profession in 2022.


COS representatives met in D.C. with CT House of Representatives and U.S. Senators to lobby for Prior Authorization Reform, and urged congress to avert the 2023 Medicare Payment Cuts.


We have much more work ahead in 2023,

  • Prior Authorization Policy Reforms
  •  Increase Medicaid reimbursements
  •  Ensuring scope expansion equates to patient safety and more.

The AAOS strongly supports the federal advocacy activities of the Connecticut Orthopaedic Society in Washington, D.C.  


There are two major and critical bills the AAOS PAC is working to secure passage by the Senate; Prior Authorization Reforms in Medicare and delaying the Medicare payment cuts scheduled to go into effect January 2023.   


To ensure the strength of Connecticut orthopaedic surgeons on a federal level, our Society continues to support the AAOS OrthoPAC with 100% statewide participation.
